Proposition 484: Open Space

At their March 25th Voting Meeting, Prescott City Council adopted Resolution No. 2025-1915, placing Proposition 482 “Home Rule” alternative expenditure limitation, and Resolution No. 2025-1914 placing Proposition 484 “Open Space Charter Amendment” on the August 5th Primary Election ballot.

This proposition would amend the City Charter to expand the list of city-owned properties protected from sale, lease, or development. A map or list identifying these lands, along with usage restrictions, would be created. These properties would be preserved as open space or recreational areas unless voters approve a change in a future election.

The ballot language for Prop 484 is as follows:

THE PROPOSITION AMENDS THE PRESCOTT CITY CHARTER ADDING SEVERAL CITY-OWNED PROPERTIES, PROHIBITING THE SALE, LEASE OR TRANSFER OF SUCH PROPERTIES AND REQUIRING SUCH PROPERTIES BE RETAINED BY THE CITY WITH USE LIMITATIONS IN CONFORMANCE WITH THE PRE-EXISTING USE AND/OR OTHER LIMITED SPECIFIED USES CONSISTENT WITH OPEN SPACE IN PERPETUITY UNLESS AN EXCEPTION IS APPROVED BY A MAJORITY OF VOTES CAST BY PRESCOTT REGISTERED VOTERS AT A PRIMARY, GENERAL OR SPECIAL ELECTION.

A “YES” vote shall have the effect of adding language to the Prescott City Charter adding several city-owned properties, prohibiting the sale, lease or transfer of such properties and requiring such properties (in accordance with Resolution No. 2025-1914 adopted by the City Council on March 25, 2025 and on file with the City Clerk) be retained by the city with use limitations in conformance with pre-existing and/or other limited specified uses consistent with open space in perpetuity unless an exception is approved by a majority of votes cast by Prescott registered voters at a primary, general or special election.

A “NO” vote shall have the effect of retaining the current charter language.
